If you are planning an event that requires road closure, you need to apply to Council for permission. Please email your request to roadingconsents@uhcc.govt.nz giving as many details as possible - date, time, event, participants etc.
Council is required to advertise the application in the local paper and give the community time to make a submission for or against the road closure. Council will also contact landowners area affected by the road closure.
Once this information has been received, the application will either go to a Council Committee or a Council meeting for a decision.
There are costs associated with this process: advertising, road closed signs and postage.
Traffic Management and Public Liability insurance are also conditions of a road closure for an event, this is organised by the applicant at their expense.
This process can take a number of weeks to complete, especially if it has to go to a Council meeting.
Please send your request through at least 10-12 weeks prior to the event.
Temporary Road Closure Saturday 14 September 2024
The following roads will be closed to vehicular traffic on Saturday 14 September 2024 from 6.00 am to 5.30 pm for the 22nd Annual Rimutaka Trust Upper Hutt Spring Festival:
- Main St between Royal Street and King St.
- Wilson St from Main St to Criterion Lane.
- Pine Avenue between Main St and Queen Street.
- Lyster Lane.
- The car park on Pine Ave immediately outside Noel Leeming.
- Princes St between Main St and Geange St intersection.
- Geange St from Main St to the second pedestrian crossing just prior to the Countdown car park exit.
- Russell St between Main St and Mumby Lane.
- Wakefield St between Main St and the entrance to McDonalds.
- Logan St from Main St to, and including, the pedestrian crossing in Logan St.
Temporary Road Closure of Blenheim St, Upper Hutt - from the Blenheim St/Goodshed Rd roundabout to the Brewtown gate.
Upper Hutt City Council has received a request from Brewtown for a temporary road closure of Blenheim St, Upper Hutt from the Blenheim St/Goodshed Rd roundabout to the Brewtown gate on the following dates and times. The road closures are to provide safer pedestrian access to several music and other events. These will be managed road closures and will be manned by traffic management staff. Access for business owners and service vehicles will be permitted when pedestrians are clear.
The road closures are to be considered pursuant to the 10th Schedule of the Local Government Act 1974.
- Saturday 19th October 2024 11:00am to 7:00pm *
- Tuesday 31st December 2024 1:00pm to 1:30am
- Saturday 25th January 2025 12:00pm to 11:00pm
- Saturday 8th February 2025 12:00pm to 11:00pm
- Sunday 2nd March 2025 11:00am to 10:00pm
- Saturday 8th March 2025 11:00am to 9:00pm *
- Friday 21st March 2025 2:00pm to 11:00pm *
* Under current traffic management plans, the road will remain open on these dates. A road closure will only be implemented in the case that ticket sales for these events exceed expectations.

Major roadworks in progress
From time to time a temporary road closure may be required to allow for physical road works and local events. There may be some disruption to traffic as speed is reduced while going through or next to a work site. Stop/go traffic flow will be in place where required. All work is weather dependent and time-frames may extend due to this.
