Annual Plan

Every three years Upper Hutt City Council produces a Long Term Plan (LTP) setting out the projects, activities and services that we will invest in and develop over a ten year period. The Long Term Plan incorporates the Annual Plan for that year. In the intervening years, an Annual Plan is produced on its own.

Annual Plan 2025 – 2026

Our Annual Plan sets out what we’ll deliver each financial year in the periods between reviewing our Long Term Plan (LTP). It outlines our budget, funding, and any adjustments to what was agreed in the current LTP. The plan runs in line with our financial year, from 1 July to 30 June.

In 2024 we refreshed our Long Term Plan, so an Annual Plan wasn’t required that year. Now that our 10 Year Plan is in place, our focus for 2025–2026 is putting that plan into action. This means continuing the projects we committed to, investing in key priorities, and managing our finances carefully so we can keep rates as fair and affordable as possible.

Annual Report

The Annual Report is a document Council produces each year outlining our achievements and accountability to the community for decisions made throughout the year. As well as highlights from the past year, the report includes performance measures and financial information.

We adopted the Annual Report 2024 – 2025(PDF, 5MB) on 31 October 2025.

Our annual report demonstrates what we have delivered in 2024 – 2025, and how we tracked against our financial and performance targets.
