Our team of elected members consists of the Mayor and ten councillors and will remain in office for 3 years after every local elections. The current team of elected members were elected in 2025 to represent our community.

Role of elected members
Our elected members help shape the future of our city. While their role focused on governance, not the day-to-day operations of Council, their decisions guide how we plan, invest, and grow together as a community.

How elected members work together to govern Upper Hutt

Non-financial conflicts of interest (declared and managed)
Non-financial and perceived conflicts of interest include matters such as personal relationships, professional connections, affiliations, or other circumstances where a reasonable person might question an elected member's impartiality.
Elected members are expected to identify and disclose any relevant non-financial or perceived conflict of interest at Council and committee meetings. This involves acknowledging the existence of an interest so that it can be appropriately considered and managed.
Any declarations made, and any resulting abstentions from discussion or voting, are recorded in the relevant meeting minutes.
The Council maintains an internal conflicts of interest register to support governance advice and meeting procedures. This register is not published, as it may include personal information about elected members and third parties.
This approach reflects privacy considerations under the Privacy Act 2020 and established local government practice. Transparency is supported through the public declaration and management of conflicts at meetings where decisions are made.

Conduct and behaviour
The Code of Conduct provides guidance on the standards of behaviour expected of elected members.
The Government is considering reforms to how Codes of Conduct for elected members are set nationally. If any changes are confirmed, Council will update this page to reflect the new arrangements.
Remuneration, allowances and expenses
Elected members are entitled to receive remuneration, allowances, and reimbursement of certain expenses to support them to carry out their roles effectively.
Elected members' remuneration is set independently by the Remuneration Authority and is publicly available on the Remuneration Authority's website.
Upper Hutt City Council also has an Elected Members' Expenses and Allowances Policy, which sets out the types of expenses and allowances that may be claimed and the conditions that apply.
All expenses and allowances must be claimed in accordance with Council policy and are subject to appropriate approval and oversight.
