How to attend and speak at meetings

We welcome you to attend and speak at our Council and committee meetings. Here’s what you need to know:

Attending a meeting
  • Council and committee meetings are generally open to the public. Members of the public may attend meetings at the scheduled time, unless the meeting or part of the meeting has been excluded under the Local Government Official Information and Meetings Act 1987.
Wanting to speak
  • Members of the public may speak at the Public Forum at the beginning of the meeting. Speakers may raise any matter that is within the scope of the Council or committee’s responsibilities.
  • To speak at the Public Forum or to speak to an item on the agenda, speakers are encouraged to contact Council by midday before the meeting by using the ‘Register to speak’ link on the right.
What to expect
  • Each speaker is allocated up to five minutes to address the meeting. Speakers are expected to comply with the time limit and the directions of the Chair.
  • Speakers must conduct themselves in a respectful manner and confine their comments to the matter they are addressing.
Legal guidelines to keep in mind

While we encourage you to share your thoughts, it's important to follow a few legal rules when speaking at Council meetings:

  • Respect the law: Your comments should not break any laws, including defamation (saying something harmful about someone that isn’t true) or privacy violations. The Chair may interrupt or terminate a speaker if, in the Chair’s opinion, comments are inappropriate, disorderly, or unlawful.
  • Specific applications: If you're speaking about something like resource consent (a specific application), you must follow the rules under the Resource Management Act and any other relevant laws.
  • Standing Orders: The Council must follow specific Standing Orders(PDF, 2MB) to ensure meetings are fair, transparent, and lawful. These rules help ensure everyone has an equal chance to participate.
  • Legal Framework: Meetings are conducted in accordance with Council’s Standing Orders, Local Government Act 2002 and the Local Government Official Information and Meetings Act 1987. These laws ensure that meetings are conducted properly and that decisions are made in the public interest.
