Our annual plans and reports

Annual Plan

Every three years Upper Hutt City Council produces a Long Term Plan (LTP) setting out the projects, activities and services that we will invest in and develop over a ten year period. The Long Term Plan incorporates the Annual Plan for that year. In the intervening years, an Annual Plan is produced on its own.

Annual Plan 2025 – 2026

The Annual Plan 2024 – 2025 was adopted on 27 June 2024 as part of the Long Term Plan 2024 – 2034, which takes effect from 1 July 2024. This document is available from our Long Term Plan page.

This year, we are informing you about our Annual Plan 2025/2026 average rates increase changes and consulting on options for kerbside recycling.

Please visit our consultation page to have your say.

Other concurrent consultation topics cover Fees and Charges, the Alcohol Fees Bylaw, Revenue and Financing Policy changes and the Gambling Venues Policy review.

Alongside this, we are seeking feedback on our preferred option for implementing Local Water Done Well (LWDW), a Government-mandated reform programme to change how we manage three water services and infrastructure. Click here for more information and to have your say on LWDW.

Consultation is open from 24 March to 27 April.

Annual Report

The Annual Report is a document Council produces each year outlining our achievements and accountability to the community for decisions made throughout the year. As well as highlights from the past year, the report includes performance measures and financial information.

We adopted the Annual Report 2023 – 2024(PDF, 5MB) on 30 October 2024.

Our annual report demonstrates what we have delivered in 2023 – 2024, and how we tracked against our financial and performance targets.

For those readers wanting a quick overview, a summary of key information from the report is available in our Annual Report Summary 2023 – 2024.(PDF, 2MB)

A limited number of printed copies will be available from late November 2024 at Council reception and Upper Hutt Libraries.
