Accessibility statement
Upper Hutt City Council is committed to ensuring digital accessibility for people with disabilities. We continue to make changes to improve the user experience for everyone and apply the relevant accessibility standards.
The Web Content Accessibility Guidelines (WCAG) defines requirements for designers and developers to improve accessibility for people with disabilities. It defines three levels of conformance: Level A, Level AA, and Level AAA.
Wherever possible, Upper Hutt City Council will aim to adhere to level AA of the WCAG 2.1 guidelines, which states that sites should be:
- Perceivable - Information and user interface components must be presentable to users in ways they can perceive.
- Operable - User interface components and navigation must be operable.
- Understandable - Information and the operation of user interface must be understandable.
- Robust - Content must be robust enough that it can be interpreted reliably by a wide variety of user agents, including assistive technologies.
As part of our efforts to achieve WCAG 2.1 AA compliance, we use Monsido as an ongoing monitoring service.

PageAssist™ toolbar
To complement our accessibility efforts, we've provided the use of PageAssist™ by Monsido for visitors to the Upper Hutt City Council website.
PageAssist™ is a toolbar that gives visitors control over the way they experience our website. It lets them personalise the website to their needs whether it be colour contrast, text size or even font type etc.
You can turn on the toolbar by clicking on the icon in the lower left corner of your screen (excluding on mobile devices).
How to use the PageAssist™ toolbar
The PageAssist icon appears on our website (excluding on mobile devices) in the bottom left corner of the page.
Hover the mouse pointer over the PageAssist icon for an expanded view of the button:

Click the PageAssist button. The Personalisation Options window opens.

Font: Click repeatedly to navigate through the fonts to: Sans Serif, Serif, or OpenDyslexic.

Font size: Click repeatedly to increase the text size up to 500%.

Text spacing: Click repeatedly to increase the text spacing to up to 5px.

Cursor size: Click to change the cursor size from Default to Big.

Contrast: Click repeatedly to change the contrast to Dark Mode, Invert Colours, or Grayscale.

Highlight Elements: Click repeatedly to change highlighted elements to Links, Headings, Buttons, or All.

CSS: Click to turn CSS OFF or ON.

Focus: Click repeatedly to change focus to Emphasis or Reading Guide.

Media: Force pause all Multimedia with a pause/play button.

Animations: Turn the switch OFF or ON.

Audio: Turn the switch OFF or ON.

Hide Images: Click to enable Hide Images

Alternative Text: Click to enable alternative text when hovering with the mouse pointer.

Reset View: Click to revert to the default page view.

Site Menu: Click to view only site headers, landmarks, or links.
