Weekly roading and safety updates

Upper Hutt City Council provides regular updates on current road works, maintenance, and infrastructure projects that may affect travel around the city. This page is updated weekly and includes planned works, resurfacing programmes, renewals, emergency repairs and road closures.

  • Dates are subjected to change due to weather or operational requirements
  • If temporary traffic management is in place, please follow all signage and directions from traffic controllers
  • Where possible, access for residents and emergency services is maintained.

Carlow Grove: Road resealing (15 April)

Weather dependent

Our annual resealing programme is underway across multiple neighbourhoods. This work includes chip sealing and asphalt resurfacing to extend the life of our roads.

What to expect

  • Temporary traffic management in place
  • Expect short delays
  • Loose chip following sealing
  • Asphalt works on selected turning heads

Partial road closure for chip seal. Access for residents will be maintained where possible.

41 Pine Avenue: Temporary Road Closure (15 April)

A temporary road closure will be held on Wednesday 15 April to service a Wellington Water trench leak at 41 Pine Avenue.

The closure will be between 8.30am and 3.30pm.

Diversions will be in place.

Road will be reinstated to full specification tomorrow.

Tōtara Park Bridge: Pipework Earthquake Strengthening (23 March - early April)

Replacement of drinking and wastewater pipes underneath the bridge as well as as upgrading the pipe connections at both ends of the bridge to provide greater earthquake resilience.

First phase is to install a new drinking water pipe (water ridermain) along Tōtara Park Bridge, between Clouston Park Road and River Road/SH2.

Traffic Management: There will be traffic management in place to enable works during the standard working hours of Monday to Friday, 7am to 5.30pm (with Saturday work if required). 

Footpath and road closures

  • A footpath and shoulder closure on Tōtara Park Road (West)
  • A one-day road closure on Clouston Park Road West will mean detours will be in place which could cause some minor traffic delays
  • An isolated footpath and shoulder closures along Clouston Park Road (East)
  • As with the previous work, both lanes will remain open at the intersection of Tōtara Park and River Road/State Highway 2.

Water and property access

  • No impact on access to private properties
  • Water shutdowns will be required temporarily while we connect the new pipes. We’ll notify you of the impact and timing of when this is happening in advance
  • Your usual water supply should not be impacted by these works (outside of the specific water shutdowns).

This work will create some noise; crews will work to keep this to a minimum.



Somme Road: Road surface repairs (14 April til 21 April)

Road shoulder and construction of Comms Tower on NZD land.

Lane diversion.

Bridge Road: Retaining wall construction (until 30 April)

End of road by track, retaining wall construction and asphalt of driveway and carpark.

Road closed, residents only.

Birchville Carpark: Maintenance work (ongoing until June 2026)

Improving the Cannon Point Walkway carpark at the south end of Bridge Road.

  • Building a retaining wall
  • Widening the access road
  • Sealing the carpark to improve the usability and resilience of this popular entrance.

While construction takes place:

  • The carpark will be closed to all vehicles
  • Heavy machinery is in use in the area
  • Traffic management will be in place for cars and walkers.

Walking access to the Hutt River Trail and Cannon Point Walkway will be open but may be subject to short delays. For your safety, please always stop when requested.

SH2 and Totara Park Road (ongoing until December 2026)

Various closures depending on works.

Roadworks on both SH2 and Totara Park Road. Day and night works in stages until December 2026.

Night and days works in stages.

Fergusson Drive, Brown Owl to Silverstream: various housing development works (until December 2026)

Stop/Go lane diversions, shoulder closures depending on works.
